Compare household registers without combining the two source lists. Sutampa helps aid coordinators identify households present in both organizations while keeping records that do not match undisclosed.
Create a local organization identity and prepare an encrypted register. Add households individually or review a CSV before importing it. Each record uses the household head, another member, a coarse area and a household-size band. Name normalization supports common spelling differences and head/member swaps. Review each result before acting on it.
Two coordinators connect on the same local network or use an optional encrypted relay. Compare the pairing codes shown on both phones, then confirm the organizations and list counts. Both participants must agree before the comparison proceeds.
The private-set comparison reveals each coordinator's own matching rows and a mutual signed receipt. It does not send either complete register to the other organization. Fixed-size cryptographic messages conceal register sizes and results from the optional relay.
Registers need at least 40 unique households. Each device allows four initiations with the same partner in 24 hours, records completed or refused comparisons, and supports local partner blocking. These controls cannot prevent every misuse by a modified device, a reinstall, colluding identities or someone photographing a result.
Review signed history in What was shared. Report a comparison by email without attaching household details. An optional PIN or biometric lock protects access on a shared device. Security & deletion removes the encrypted register, shared rows, history, app-lock settings and local identity.
The optional relay holds encrypted session frames until completion or expiry within 24 hours. It cannot decrypt the registers or results. Household management and direct comparison do not require the relay. Direct mode requires an existing local network between the two phones.
Sutampa supports coordination. It does not decide aid eligibility, rank families or replace your organization's safeguarding procedures.
