Start with the passengers

Before choosing a bus, look at who needs a ride. Their colors give you a reason to free a particular vehicle. Then look back at the lot. Can that bus leave now, or is something in its way?

Your plan has to connect the buses with their passengers. Moving a bus creates room in the parking lot. Matching its color helps the waiting passengers board. Look for moves that bring those two goals together.

Work back from the blocked bus

When the bus you want is trapped, check which vehicles are stopping it. You may need to move a different vehicle first, then use the opening to release another. A bus that seems unrelated to your next color match can still be part of the solution.
